Biography
Dr. Lincoln is a Medical Doctor and Public Health Specialist with more than 10 years of work experience in Senior Management Positions in both the private and public sectors, nationally and internationally. He has worked with the Ministry of Health of the Republic of Liberia, National and International Non-Governmental Organizations (NGOs), the United States Agency for International Development (USAID) and the World Health Organization (WHO). He is a dynamic professional with extensive experience in program planning, management, and evaluation with documented experience in supporting capacity building interventions and mentorship of health workers to facilitate the timely attainment of anticipated results. He also has documented experience in supporting the establishment collaborative partnerships, the development of evidence-based policies and strategies and negotiation skills. He provided free technical support for the revision of the Community Health Services Policy and Strategy in 2015, in response to the request from the Director of the Community Health Services Division of the Ministry of Health of the Republic of Liberia. The Revised Community Health Policy and Strategy set the basis for the launching of the National Community Health Assistants Program in Liberia. He has had several international assignments with the World Health Organization. He has worked in Nigeria, Eritrea, Sudan, Sierra Leone and Tanzania
